A state in AACW refers, unsurprisingly, to states in the American sense of the term.
The map has its own filter for displaying the various states in-game. Note that for game purposes, West Virginia is considered a state as any other from the start of the game in 1861 even though it wasn't historically constituted as a state separate from Virginia till 1863.
Impact on recruitment
Land combat units, such as infantry, cavalry, artillery and militia, are recruited from a specific state. Such troops will appear in a city within the state and remain there till they have gained enough strength and cohesion to be considered combat-ready. Since these units are recruited on a state-by-state basis, the unit pools (i.e. the maximum number of units possible to have) are also determined by state.
In order to be able to recruit units in a given state, the following must apply:
- You control at least one city in the state.
- Your unit pool contains units belonging to that state.
Impact on combat
The only way that states affect combat, is that militia fighting within their home state gain a small morale bonus.
Individual liberties
Individual liberties are set for (and applied to) each state separately. I.e. there is no way to treat different regions within a state differently in this regard.
