Loyalty is a rating for how much the population of a given region is in favor of a faction and its cause, scored on a scale from 0 to 100.
The total loyalty for any given region will always be 100.
How does loyalty change?
Capturing strategic cities
Whenever a strategic city is captured, loyalty checks are triggered as follows:
- One check for each strategic city on the map
- One check for each region with a strategic city in the state
- One check for each adjacent region
In other words, if a region containing a strategic city is next to a strategic city in the same state, that was captured, a total of three loyalty checks will be triggered for that region.
Note that it also means that rural regions are less affected by loyalty shifts.
Martial law and suspension of habeus corpus
Martial law and suspension of habeus corpus are political options that can be instituted on a state-by-state basis. They will make the loyalty of a region go up or down till it is within a range determined by the particular option as follows:

Each turn, loyalty in a given region will shift 1% till it is within these ranges, as determined by the selected option for the region's state, provided the region has at least 51% military control or is garrisoned with a military unit.
Full liberties does not bring with it any minimum or maximum loyalty, and therefore no shift in loyalties either.
Note: These options come with a price; any VP regions in states under suspension of habeus corpus will not provide any VPs to their controller, while VP regions in states under martial law will make the controller lose as many VPs each turn as they would normally provide (under full liberties).
Presence of leaders with the "occupier" ability
The leader will change the loyalty of the region he is in, if the region has a city, by 5% each turn, till it lies within the range between 15% and 60% (this can lower your loyalty). The ability does not activate if the current loyalty is at 90% or more, though.
Impact on combat
A unit/stack consisting only of indians or partisans will not be able to take control of a city unless the region is more than 50% loyal to the unit's owner. Note that any depots and forts will be destroyed in any case by such units/stacks.
Impact on detection
Any region where you have more than 50% loyalty will provide you with a minimum detection rating of 2.
Impact on production
The loyalty of a region modifies its production of supply and other resources. A region that is 0% to you will halve the production, a region 50% loyal will produce normal amounts, while a region fully loyal to you will have its production boosted by 50%, the formula being
50% + loyalty
Revolt
If a region:
- contains a city.
- has 10% or less loyalty to its current controller.
- has no units belonging to its controller.
its population may revolt, turning control of the region over to the enemy.
Replacing losses
If a region is particularly loyal, an irregular unit can get back some men (hits) for free.
