Availability of army HQs

Introduction
Being able to form armies depends very much on the availability of army HQs. In 1861, both the USA and CSA have a very limited number of army HQs available; as the war progresses, new HQs are added to this number, and towards 1865, it becomes significantly higher.
Since the formation of armies usually is a central part of any player's strategy, it can be beneficial to know when you'll get the opportunity to build more army HQ units.
Note that in some cases you won't see any new units available for building, since you also get army HQs on the map by event, which then "eat up" any slots you might have available in your forcepool.
April 1861 campaign
In the April 1861 campaign, army HQ units get added to the forcepool per the following schedule. [1]
